Honestly microsofts support for indie developers has smoked both Nintendo & Sony since the ps360 days
They always offer a low barrier of entry and decent dev tools with quite a bit of access to the hardware (Especially
in the ps360 days when that kinda access was worth a few hundred thousand and they did it for FREE).
No. Microsoft can do this because Xbox and Windows both use DirectX 12. Sony isn't going to put their proprietary APIs for their consoles out there.
