Croatia is coach's dream. The way they hold possession, when they lose it they get it back, the short passing, the passing in tight spots on the pitch, for the most part most of the players seem to have a solid first touch. If they had any attackers or finishers they would be putting teams away in regulation.

England just couldn't finish or build up any possession worthy of a shot on goal. Harry Kane was just tired and disappeared for several minutes at a time. When that happens you have to swallow your pride as a coach and sub him out. England needed a fresh attacker.
