What do you want those leagues to do? It's not like the NFL or NBA specifically markets to blacks. The leagues naturally lend themselves to black participate by virtue of all the blacks who play and dominate. Soccer, hockey, etc don't have many black players or dominance and so there is less natural marketing. Blacks should take it upon themselves to play other sports if that's what they're interested in. The reason blacks don't play baseball or soccer is because they are more interested in basketball and football, which are fine sports. You can't blame soccer for blacks' lack of interest.

Basketball and football are by far more popular in the US. In the 80s and 90s they faced an uphill battle but no reason the USSF shouldn't start to do more outreach now. The game has lost a ton of the stigma it once had and with the NFL's issues it could make inroads. The US Soccer community have kept the game hostage for the most part, it's been a suburban game for far too long. Hockey can be expensive with all the equipment but soccer isn't. The barriers for entry for many interested in the sport has been an issue.

Invest in cities and educate the public about the sport and where it can take them. You don't need massive fields. Could just be small futsal pitches. NYCFC has been trying to get those in the city more involved.
