They probably hand out scripts to the cast like here you go T-Dog and it just says "stand next to fence with stern frown"
. He has to have lines this season or atleast an episode with multiple lines, he has to do something memorable this season I hope. Even that do nothing Carol is busting her gun in the trailer.

I think they casted the right dude to be The Governor,especially if they are changing the way Woodbury etc is Introed..If it was OG Trejo like we wouldve guessed he wouldve been too damn Sinister
