A lot of art is considered cheesy outside of its respective community. Art in general is kind of written off by American culture so I wouldn't use that as a barometer.they're too cheesy to ever be taken seriously by non gamers.. voice acting is almost always AWFUL.
I think looking at art through the lens of it being a vehicle of expression, yes, playing a game can be art. The most obvious example to me is "drifting" in racing sims. You could look at this shyt like ballet, breakdancing, synchronized swimming, whatever. But its expressive, it requires mastery of techniques, and it has a corresponding subculture... to me all requirements for something to be "art".
