During a critical part of the match, The Rock’s music drops and Reigns gets distracted. It would of course be a bigger distraction if Rock himself comes out. No one expects it, everyone’s shocked, Cody’s mindful enough to use it to his advantage
So both belts have headlining title main events for ‘Mania. Of course we don’t need a title for Rock-Reigns, but for the casuals that’ll check out the shows just for Rock. They would be the “Well surely this Roman dude’s not gonna beat The Rock, right?!?” crowd, so the doubt casting does work beyond the hardcore marks that follows this shyt daily
The key thing is, anyone post-Mania who would finally take the Blue belt off Roman would be a big deal, considering they beat the guy who’s 1) seemingly unbeatable, and 2) just defeated a huge legend
