I thought FUG was set up by Headon he's the one picking who can come into the tower and he set up shyt from the very beginning. It'd make sense imo, remember SIU said the entire TOG story is alluded to/explained on the walls in that very first room where he is, breh prolly knows everythingFam, I forgot the emperors even existed, had to wiki them to remember. With some family heads looking like secret allies to Baam, it'd make sense for one of those dudes to wake up and start making moves. Honestly, this universe is so dense with backstory that A LOT is possible. I still wanna know who the invisible hand is behind FUG.
My theory is Jahad merged with the Guardian that was killed by Enryu.Yeah maybe that's what Eduan meant when he came back and something else returned, he could have become one with a being similar to Red Thryssa that gave him the extra edge over the other family heads to take over the tower.
Might also be a reason why he does not want to spread his blood by having children, no other family head has issues with reproducing except the head of the Yeon family. Could explain why Wangnan and Karaka are so hard to kill if they really are Jahad's kids.

Although most Guardians normally stay on their Floors, Headon seems to be the only Guardian with the ability to visit other Floors of the Tower. This is because he teleports into any of the 134 Floors of the Outer Tower or the Middle Area when selecting Regulars. Headon travels across all Floors and selects people that catch his eye. The selected people are known as chosen Regulars (선별인원, seonbyeolinwon; "selected members"). These people begin at Evankhell's Floor and climb the Tower from there.
It is said that Headon is the most experienced Guardian of the Tower. Although that only means he was the first Guardian Zahard met and therefore the first one to carry out the roles of a Guardian, that doesn't mean he's the oldest.
Headon is highly regarded within the Tower.

Only guardian that can travel around the different floors; has the ability to teleport wherever he wants. The only reason they give for him selecting regulars is "they catch his eye" which means we don't know what his actual logic is for allowing people in. He's also the first guardian that Zahard met, which could mean any number of things considering Zahard was the first to make contracts with the guardians.
These speak for themselves. True master of the tower; a real God; and he again doesn't behave like any other guardian.
Last bit from the wiki I think could tie in to you saying maybe there's something reverse and the bottom of the tower is the true top...
The first floor isn't supposed to have a test. I think that supports him not being a real Guardian but being something even stronger, but what if Zahard stopped climbing because he realized that the real goal should be to get out of the tower altogether? Irregulars are crazy strong, so maybe Zahard chooses to be king in the tower than free and outside of it but without the influence he has. So he melts the key into the 13 ignition weapons and the crimson rings which means no one will be able to get outside. I realize this is a lot of speculation but it would actually tie in nicely Baam's and Rachel's intentions for climbing the tower. Baam only wanted to be with Rachel and what was her reason for climbing the tower? To see the stars.
That'd make Headon the last test or at least bringing together all of the pieces of the key and getting back to the bottom.
