truthfully....any one of the dons who was really doing it in the 80s and 90s could have made that list

but we all know for "politically correct" purposes that would seem rather unlikely

for example the Attorney General office of Jamaica is still making payments to legendary spanglers posse boss Zeekes based on a court ruling in 2012 which ruled his 2005 police raid on one of his properties which resulted in the seizure of 24 million in Jamaican dollars was illegal.

and let's not forget the late BLack Roses don Willie Haggart whose funeral was attended by many dignitaries and politicians was said by the FBI and Scotland Yard to have controlled a third of the distribution of cocaine coming from Columbia in the late 90's
