Of the teams you mentioned, the Nets need him the most. Especially since their 2 best players under 25 are Larkin and Hollis-Jefferson. But they won't get him since they don't have their pick.
The Lakers have a couple good young pieces and they'll always be able to add quality free agents, especially when Kobe's gone. So it's between NO and Philly. I'd say Philly just in hopes that they might finally stop tanking once they get him.

As far as which team makes the most basketball sense, it's the Pelicans or Blazers, especially the Blazers.
