Does the Rock really need the money that badly? Maybe this is part of some deal his company does where he agrees to star in x amount of movies in order to get funding and these guys come through and say "Hey let's redo the Towering Inferno!"

Cause this isn't creative or outside of the box.At all. While it's not based on any existing IP (which is what Rocky was crowing about and he should be happy about..I guess) it's not an original idea. It's Die Hard meets The Towering Inferno.
That doesn't mean it won't be good or that it's going to be awful or meh or whatever, but it's not as original as Rocky made it out to be because it's derivative of a lot of movies.
