Wasn't the penguin a well established mob boss in the movie? He's on the come up in this show but ep3 seems like the show take place after the movie.

Nope, it takes place one week after the movie ends.

Penguin wasn't established yet. He was essentially the best dirty work guy that Falcone (the actual mob boss) had.
