You can upgrade the ram, cpu to 7700K and of course add an SSD.
For the price, if you don’t want to build I would buy it and sell the RX 580 for damn near $400 and then put it towards a GTX 1070

I got a issue with my tablet.
The issue is everytine I try to stream in hd it will not let me stream. It did at 1 point but now doesn't. I use chrome browser and when I'm not using hd it works fine. Can anyone help me

You would still have to spend money and time upgrading. A lot of people just don't want to bother. If you could sell THE REST of the system for decent money, that would be a good come up on the GPUs.
