I'd stop short of saying complete, but its failed way too many people in way too many forms to call itself great at any point. If it were a complete failure it would've seen some form of large scale uprising or collapse into a monarchy or dictatorship type of rule some time ago, but this place needs a lot of work to be done on it to fix it up.
