If it wasn't majority white, and spilling into the suburbs, there wouldn't be billions of tax dollars being spent on combating it. Whites didn't care about their own poor overdosing, but now that their numbers are dwindling, and middle and upper class whites are having fewer children, NOW they want to do something.

Pretty much.... but it's too little too late for them to really do anything about it.
