Brehs aren’t Canadians who are fully vaccinated able to cross the land border for non essential travel?

one of my Canadian joints who flew out here is heading back Thursday but is going to Michigan next week but wants to drive. She alleges she called the border folks and they told her she can’t travel across for non essential travel. But I told her that’s bullshyt but then again I’m here in NY
