That's pretty much how it went in those days. Health and safety organizations were privatized so they needed to get jobs to make money. Which means that sometimes houses or entire blocks went down in flames while the firefighters were fighting each other over who would get the job to put it out (and thus get paid). Outside of this show and in a limited context, Gangs Of New York, there really hasn't been too many movies/shows that capture the ridiculous amount of fukkery of those times.
