What's the policy on free agents… first to sign them gets em or is there a way we are doing it?

haven't decided yet on free agents, leaning towards first come first serve since we're using updated rosters and all the good ones will be gone, but after we advance to the season once everyone signs up, no one is to pick up free agents until I say so.
