Your cousin is an idiot, it isn't coming until 2020 at least. Buy a PS4 now, there is no reason to wait, none.
He said upgrading meaning he already has a PS4 and would be switching to the Pro. Unless you have the disposable income to just blow it's probably not worth doing. I switched both my black and white PS4s to Pros and have 2 4K TVs and honestly I could have just kept the other ones.

Just because something is better doesn't necessarily mean it's a justifiable upgrade over the previous version. Case in point Galaxy S8 to S9. The S9 is better but the S8 is pretty much 85% the same phone. The difference isn't worth selling an S8 to get an S9 and I'd say the PS4 Pro is close to that.

So I just had a thing where my controller(s) would not charge, using the same method I've used since I got the system.

I have it plugged into a powered USB hub that's next to my iMac. All of a sudden it stopped charging. I switched to a different port on said hub, and it would charge, but if I unplugged it on the controller side, then plugged back in, it wouldn't charge anymore. Thinking it was the hub, I switched to a different one (not powered, plugged into the iMac), and had the same problem. Plugged the controller USB directly into my iMac (it's an older model), same thing. Charges until I unplug, then wouldn't charge anymore. Plugged it into my Macbook, and zero problems. Charges fine with no issues. It also (naturally) charged with no problems while plugged into the PS4 itself.

So then I pulled out an iPhone charger, plugged it into the wall, and got nothing. Wouldn't even charge. Had to dig around and found another USB plug-in brick, and thankfully that works just fine. I doubt it's a coincidence that there was an update installed. I don't know how, but feels like Sony mucked with something, because there's no reason for my controller to stop charging out of the blue like that.
