Him getting injured in a match and then deciding to do an audible to DROP THE TITLE at a house show seems pretty unlikely. Especially since WWE cameras were there recording it. Most likely, it was a fakeout for smarks so they'd not expect Balor to pop up at Payback since he's injured. No way they'd do a title change on the fly.
