It's upper-midcard/border main-event depending on who has it. Kofi winning it right now would be random as hell, it's not like the IC or US belt where there's no rivalry/buildup needed for the title to change hands. I mean do you consider ADR or Ziggler to be on the same level as Kofi

At the moment it is.
The title gets minimal build leading up to the PPV, and it just gets a random 15 minutes to make up for the lack of build. Sandow, Christian, Del Rio, Sheamus, Cody, Ziggler, and RVD is your world title scene right now. Hardly any of those guys are seeing a shot a t the WWE title outside of maybe a filler Royal Rumble championship match. A ppv that is notorious for letting undercarders contend for the company's top prize(Hardcore Holly, Mark Henry, Dolph Ziggler 2x)
Like it'll be hard to build him up. Swagless was jobber-entrance status for a minute before he got thrust into the title scene again. All Kofi needs to do is get a couple of wins over the Sandows and Del Rios of the world and he'll be straight.
