Windows 8 OS for system builders will cost just under 100$ no more needing to pay 200$ for the Full OS. For pro and other versions its an additional 20-40$.
For people that want to upgrade to Win8 its 39$ for DLC upgrade or 69$ if you want the CD.
For people that just bought a Win7 laptop to its 15$ to upgrade to Win8.
Its more than just a Metro Interface.

If you have the full version not RT you can do whatever you want its not locked down at all. You can even bring the Start Menu back if you wanted to.
