They are more than symbolic. Ask Black contractors are they symbolic. Ask Black gay Atlanta are they symbolic. Ask a lot of these BW organizations in Atlanta are they symbolic.True. Black mayors are mainly symbolic figures. At the end of the day they answer to the big money guys.

Grand Opening/Grand Closing....Atlanta has lost significant percentage of black population in the actual city core IIRC, much of the Metro ATL's black population growth has occurred well outside the city core (see Gwinnett and Cobb two formerly very Republican counties voting for Clinton in 2016 for instance as proof of this) Republicans in Southern cities also run way more Centrist which helps bleed away some of the Dem vote in races like these.
plenty of black cities also have Non Black mayors (see Detroit and formerly New Orleans)
