As a new/casual fan, F1 needs to do something. These races aren't even competitive. Red Bull is WAY too far ahead of the other cars.
It wasn't too dissimilar from 2014-2016ish. These regulations are largely because of Mercedes winning everything and other teams not being able to catch them.

That's F1 throughout the year there may be directives if they find Redbull exploited a loophole. Beyond that., nothing doing
What can they do to make these races more about the driver instead of the car?

This is intriguing. What this race needs is a safety car

So this is what F1 fans prefer?
When it's our guy winning?

And that's every F1 fan camp that isn't lying to themselves. When the balance shifts then sentiments shift.

Either Lewis has it covered, or Alonzo has more pace, but Sainz and Gasly are keeping it interesting.

It doesn't feel like Lewis is doing much management, but they aren't telling him to chill either. I still think Alonso has a good chunk of pace for the last 5 or so laps of the race.

If he is 1.5 seconds behind, I can't see him getting Lewis over 5 laps

It has been a while since I saw Tyres go off the cliff. Hopefully it doesn't happen to Lewis.

Is there anything that could be done during the season to help trailing teams close the gap? I'm not well versed enough to know the specifics but allowing teams to change their cars more or getting research and development spending limits increased?

How much of Red Bull's domination is a result of them breaking the spending limit and getting a slap on the wrist?

If Redbull exploited a loophole they issue directives.

The teams just have to work at it. Unless there's some sort of mid season technical directive, this is what it is. Because of the cost cap and wind tunnel restrictions, teams like Ferrari and Mercedes can't throw money and resources at the problem like they used to.
