a black flag???? why would the marshals do that?????

Is that not a rule? You can't get outside help when your car gets stuck.

It makes more sense for the marshals to push a stuck car back than to shut the car off and bring out a heavy piece of towing equipment. Even though it disqualifies the car receiving the help, if the car is running and not going to mess with the condition of the track, i.e. leaking fluid or putting debris on the road, there would be a faster return to green flag conditions for the sake of the race.
