Toney was always going. He is like one of the 4 legit pen takers England have in the squad. You arent going into a tournament with only 2 players who regularly take pens and then hope someone from the rest may or may not step up.

Also Watkins hasnt looked comfortable vs low block teams. Waistcoat has realised that Toney is the better replacement than Watkins is for Harold. Which has always been the case.
