It's supposed to protect lower league sides from losing fans due to people staying home to watch top flight football, and to encourage them to attend local matches. In reality they just end up watching Irish/American streams of the 3 pm games coz the internet exists.

Oddly this is the first I've heard of this as well. I've never thought about kick-off times

It's to stop people from not attending the lower league matches...or so I understand.
