United can barely do 1 transfer deal at the time. What you're asking would require the SD TD DoF and whatever other roles they have for the people to do some actual proper hard work for a change.
United have too many non football people in high ranking positions which they arent qualified for. Basically jobs for the boys. They have no idea where to start or how to tackle it.
