Few questions on Man City

1) Why did they sell Palmer, particularly to another PL rival? De Bruyne is getting old, Grealish is kind of ehh, guys like Bernardo are older too. From a squad building standpoint, wouldn't Palmer be a must keep for the long run? Palmer balling at Chelsea right now makes Man City look dumb
2) What happened to Grealish? He seemed to be putting up good minutes in Champions League a couple of years ago?
3) Why don't guys like Oscar Bobb play more consistently?
4) Why is Foden so streaky?

I think Oscar Bobb picked up a long term injury.
Letting Cole World leave was a huge error even at the time but city were champions coming off a treble so not much noise was made about it. Anyone else make such a sale and they would be crucified because that's one of the worst ever decisions in premier league history. Almost a Cantona from Leeds to Man utd level bad.
Grealish was never that guy.
