I think Raya was brought in to replace Ramsdale. I just don't think Arteta wanted to be blunt about it. Ramsdale being a fan favourite might be an issue but I think he's definitely the number 2. Just like Ramsdale was brought in to replace Leno. I don't think Arteta explicitly said Ramsdale was the new number 1 when signing him.
