Nobody has made the quarterfinals in each of the last 4 tournaments except for Brazil but somehow they're mediocre?

Nobody else would have such crazy expectations but Brazil.

in that time, they've not beaten any of the fellow big boys. Lost every time they've come across one. This year might be different, but honestly in all the past world cups of late they'd been just OK to garbage, considering the talents in the squad.

Even 2014 when they got to the semis, they looked shaky numerous times (Croatia, Colombia, Chile,, Mexico) before the Germany game.
