Do you actually know football or you just talking out your ass. Golden goal was sudden death in OT, but you would have teams park the bus in ET because no one wanted to give up a cheap ass PK to lose a game.

What happens if teams play 3 hours and no one scores? They should keep playing?

There are three ways to break a tie when a winner is needed.

1. A replay - can’t do that in a fixed tourney
2. Away goals - only works on two legged ties
3. PKs - Makes sense

Yes. They should keep playing until someone scores. Period. They do it in Hockey. I've watched 4 hour hockey games in the NHL playoffs. A much more demanding sport. Literal BLOOD, sweat and tears.
