The OG Ultra-Humanite was just a generic white mad scientist dude with no nationality or even alter ego given (he was actually Superman's original bald arch-nemesis having been created a couple years before Lex Luthor) and then he put his brain into a Hollywood starlet's body when he became more of a Justice Society villain before settling on the white gorilla body.
