President-Elect Money-Laundering Case Comes to a Head, Inauguration Eve


sentinel.ht) – Judge Bredy Fabien, after three weeks, has ended the money-laundering investigation into President-elect Jovenel Moïse and has forwarded his ordinance to Government Commissioner Jean Danton Leger for follow up. On Monday, Commissioner Leger is expected to hold a “press conference” to inform the public of his decision in the high-interest case.



Preparations for Tuesday’s inauguration have continued throughout the investigation and into Monday. General consensus is the expectation of no surprises, but this is moreso due to the spectacular and impromptu appearance of the president-elect at the judge’s offices followed by a press declaration where Mr. Moïse declared the case unfounded and himself, not guilty. Critics believe the judge should have recused himself following the incident, characterized by critics as intimidation of a judge.

The Central Financial Intelligence Unit (UCREF) forwarded the findings of an investigation, which began April 2013, into Jovenel Moïse that found $5.5 million in untraceable funds had passed through his accounts between 2008 and 2012. The investigation was spurred by referrals from some of Haiti’s largest banks and tax agency.

In November and through January, Mr. Moïse and his team defended themselves against the charges by saying the findings were in Haitian gourdes which would have amounted, then, to $88,500 USD. This alibi was refuted by the banking institutions and regulatory agencies. Mr. Moïse’s carousing with at least two indicted, one of which, Senator-elect Guy Philippe, indicted, arrested and extradited to the U.S., has raised eyebrows.

King of Morocco Congratulates Haiti on 213th Year of Independence

RABAT, Morocco (sentinel.ht) – In a note dated on the 213th anniversary of the independence of Haiti, His Majesty, the King of Morocco, Mohammed VI, expressed his warm congratulations to the people o Haiti and his “wishes of progress and prosperity to the friendly Haitian people.”






The letter, which was addressed to President Jocelerme Privert, said His Magesty welcomed “the solid ties of friendship and mutual respect uniting the Moroccan and Haitian peoples”, we learn through Haiti Libre.

The King added, “the strong attachment of the Kingdom of Morocco to the consolidation Fruitful cooperation and active solidarity with the Republic of Haiti, with a view to raising them to a dynamic and mutually beneficial South-South partnership.”

Jovenel Moise financial crimes investigation began in 2013

PORT-AU-PRINCE, Haiti (sentinel.ht) – The investigation into now-President-elect Jovenel Moise for alleged money-laundering began on April 22, 2013, when questionable activity was referred to the Central Financial Intelligence Unit (UCREF) by Haiti’s internal revenue service. This was among the revelations made during a press conference by UCREF Director Sonel Jean-Francois on Wednesday, who hoped to show his institution was operating in impartiality.

Mr. Jean-Francois, who served as government commissioner for a short stint under the former Michel Martelly administration, reiterated several times throughout the press conference that he came into office in April 2016, three years from when the investigation initially began, and found the case still open. The case of suspected money-laundering was en course back when Mr. Moise was an unknown, long before President Michel Martelly would tap him in 2015 to be his successor.

For four days, since the UCREF report, accompanied by three others from the ULCC, were forwarded to the district attorney’s office, members of Jovenel Moise’s political team and advisers had made declarations in the press that the UCREF report was erroneous. Specifically, they said the $5,552,000.50 that the report suggests would have crossed Mr. Moise’s bank accounts under questionable circumstances, was actually in Haitian gourdes (HTG). The Parti Haitien Tet Kale (PHTK) surrogates for the president-elect essentially claimed this amount, which would add up to $80,000 USD, is much ado about nothing.

But Director Jean-Francois would refute all claims that his institution’s report was based on HTGs and was in anyway erroneous. He presented to the press the actual bank records sent from the financial institutions, which were in U.S. dollars.

Japan grants $3M for purchase of U.S. rice to Haiti

PORT-AU-PRINCE, Haiti (sentinel.ht) – Japan granted $3 million [USD] to Haiti on Thursday for the purchase of U.S. rice as part of a food security agreement the two countries have with each other.

Pierrot Delienne, the Minister of Foreign Affairs and Yoshiaki Hatta, Ambassador of Japan in Haiti signed a Grant Agreement for the Food Assistance (KR) project for 2016.

As part of this project, the Government of Japan will make available to the Haitian Government, as a donation, 350 million Yen ($3 million). This amount will be used to purchase rice, which will be sold at preferential prices by the Office of Monetization of Development Aid Programs (BMPAD) to stabilize the local market.

The Government of Japan expressed its desire to see the donation benefit the many affected families to prevent hunger and improve the nutritional status of the country along with the development of agricultural capacity.

Trump is a tightrope for Haiti President Jovenel Moïse

WASHINGTON, D.C. (sentinel.ht) – U.S. Ambassador Peter F. Mulrean has been asked to hand in his resignation within the next 10 days, before U.S. President-elect Donald J. Trump takes office. This, to me, is a prelude to a very tightrope for the incoming Haitian President Jovenel Moïse because history shows, when a Republican is in the White House, there is little support for malpractice in the Haitian National Palace.


It is not just the U.S. Ambassador to Haiti, Mulrean, that Mr. Trump has asked to resign, but all ambassadors appointed by the outgoing U.S. President Barack Obama. This indicates a true shift in foreign policy, no continuation for a foreign policy shaped on the failed, dangerous and corrupt Democrat Clintonian doctrine.

Now, let’s review the outcomes of Haitian presidents under recent U.S. Republican administrations:

2004: President Jean-Bertrand Ariside, charged with establishing totalitarian rule, is overthrown in coup under George W. Bush.
1991: President Jean-Bertrand Aristide, charged with aggressive reform and alienation of industry leaders during a time of fundamental political transition, is overthrown in coup under George H.W. Bush.
1986: President-for-Life Jean-Claude Duvalier, a dictator, is overthrown in popular uprising under Ronald W. Reagan.
*1862 (bonus): Republican U.S. President Abraham Lincoln was the first in the U.S. and among the world powers to recognize Haiti as a nation.

Contrast that to the outcomes of Haitian presidents under U.S. Democratic administrations:

2011-16: President Michel Martelly is provided steadfast support towards establishing a totalitarian regime under Barack H. Obama.
1994: President Jean-Bertrand Aristide is returned to power by force to essentially destroy Haitian agriculture, security and sovereignty under William “Bill” J. Clinton.
1978: President-for-Life Jean-Claude Duvalier undertakes a massive operation to slaughter the “black pigs” as directed by USAID which began the downward spiral of the Haitian economy, this under James “Jimmy” E. Carter.

What this history demonstrates to me is that there is a fine line for Haitian administrations to govern well when a Republican is in the White House and misconduct, malpractice, is not just tolerated by Democratic administrations, but supported. It continues to be said that the United States is behind the coups listed above under the Republican administrations, but I believe my eyes than what is said. What I saw at the end of the day is Haitians leading those coups.

The difference, I would say, is that Democratic administrations stop uprisings in Haiti and that has been to the detriment of Haiti because those in power, abuse that power.

It sounds controversial but I believe a people, internally, should have a right to war, civil disobedience, even civil war. Imagine if in the mid-late 1800s, as the U.S. was entering into its Civil War on the issue of slavery, Great Britain, France and Spain had sent soldiers (“peacekeepers”) to quell the battle. It is safe to say that the 13th Amendment would have never been passed. Today, Haiti is under United Nations peacekeeper occupation and it is not serving for the development, evolution and growth – growing pains, even – of the country. Mr. Trump is hinting at defunding the U.N., thank God.

For President-elect Jovenel Moïse, good governance and political savvy will likely be required in order to stay in office and defend against an uprising. This would mean working with all along the political spectrum. This would mean solving problems for the struggling poor and bringing the elite into an understanding that their success is dependent upon the majority’s success.

Haiti - Economy: Inflation to 14.3% (December 2016)


For the month of December 2016, the General Consumer Price Index (base 100 in August 2004) amounted to 288.9 against 285.5 in November 2016 and recorded a monthly change in monthly inflation of + 1.2 % And 14.3% year-on-year.

PORT-AU-PRINCE, Haiti (AFP) — Police in Haiti over the weekend rescued dozens of women and girls on the verge of being sold, and placed 12 suspected human traffickers under arrest, authorities said.

Officials said the arrests took place Sunday at a tourist resort outside the capital Port-au-Prince after a three month investigation.

"We found 33 girls, 20 of them minors, piled together in one room," Danton Leger, government commissioner for Port-au-Prince, told local radio.

"In another room there were 12 people — four women and eight men — with what appeared to be marijuana and cocaine," Leger said. The raid took place at the Kaliko Beach Club, some 60 kilometres (37 miles) outside the capital.


"Last week, we received information that young girls were being sold for 300 dollars each," said Leger, who holds a post equivalent to government prosecutor.


Police seized a computer said to contain pornographic videos involving child victims, he added.

Witnesses interviewed by police said that girls as young as 13 were lured to the resort with promises of a beach vacation, only to fall victim to the traffickers.

"These people are suspected of trafficking in minors and of sexual exploitation," said national police spokesman Garry Desrosiers.

Haiti has been placed on the US State Department's black list of nations where human trafficking has flourished, largely because of a failure to vigorously investigate, prosecute, convict, and sentence traffickers.

Other nations on the list are Surinam, Myanmar, Djibouti, Papua New Guinea, Sudan, Turkmenistan and Uzbekistan.
