"Stop the violence" movements aren't stopping this. These parts of Chicago are failed neighborhoods. No jobs, no opportunities, nothing but easy access to guns which are pumped into the city by cacs. It's hard to take personal responsibility when your options are limited. I really don't see a solution to this man, at least not in the short term (10 years).
