A lot of it has to be scripted. If they fly all the way out to see the catfish victim and the catfish either stops responding, flakes or doesn't agree to be on TV, they have a ton of footage they can't use and a lot of costs they can't recoup.

I'm thinking all of the sides have to already be in contact and in on it before they start filming and make the "first contact" to the catfish.
