TBRB has him @ #8 and they use a ratings panel of boxing journalists from all over the world like the ring used to do.
In reality, Wlad should be rated in the 4-6 range.

RING's P4P rankings, or their ratings in general, are not done by 1 person. It's done by multiple people just like ESPN's P4P lists.
Dan Rafael does the "Divisional Rankings" himself, but he's just one of many who come together to do their P4P lists.
