And last time that I checked, he jumped back in the ring way too soon from that crash, before he should have, and fought Garcia? Before he could even articulate himself post crash, post new mouth, post new teeth.

Then he wanted to fight Pacquiao, but the Nevada Athletic Commission wouldn't allow it due to a detached retina.

That's what the IBF, WBC, etc look for when they decide if a belt mandatory should be waited on, a legitimate reason as to why you can't defend your mandatory. Sometimes they're bogus, sometimes they're more than legitimate, and in this case you can't fault it.
