At 147 you had big (kind of...) name guys like Thurman, Spence, Porter, Swift while on the "other side" just Bud

now at 135 it's a lot more equal there's Tank as the division cash cow but he should be able to fight whoever he wants regardless of the promotional company, you have guys like De Los Santos, Cruz and Martin with PBC, Kambo, Loma, Keyshawn and Shakur with Top Rank, Zepeda and Ryan Garcia with GBP and then you have Haney who is a free agent. Haney and Garcia possibly won't even fight at 135 anymore but you get it...

PBC doesn't have a hold on 135 like they had on 147. TR overall has a better quality roster at the weight imo.

Shakur is Contender status (because he has no belts now) and younger, and Tank is a "big dog"/star at the same age as Frank.

Frank is being called out by Kershawn who himself is a prospect not contender.

We can't say Frank is Issac Cruz level contender status yet because he hasn't been Called up to fight a champ/star yet.
