It's due to DC comics. When the show 1st started, DC was hesitant to allow things directly from the Comics and initially was gunning for a Nolanverse type world and "Star City" sounded too comic-booky. It was when they realize that their core following are hardcore comic book fans was when they decided to merge everything directly true to the comics.
