It was definitely the worst villain of the week since early season 1. Dude wasn't even holding the gun correctly. So he has enough money to shut cities down, hire 6 goons with bazookas at their disposal, but he needs Felicity to rob a Armored TruckI wouldn't say the worst but it just goes to show that Felicity's backstory with her family isn't that interesting

Blame it on Diggle breh..in a move very similar to the penguin in batman returns, he has this master plan that is all shut down because one man intervened in the most pedestrian way possible. Penguin plans to kill all the firstborn of gotham and it's derailed when batman picks up the one man conducing the one train
