We already kind of got his backstory in the anime and in Episode 0. It had to be approved by Oda so I'd consider it more or less canon.

The World Government basically raised Lucci and trained him to be a CP9 agent from the time he was a little kid. They basically indoctrinated him.

With as little as we've seen, it does sorta fit both characters. Bonney was eating the same thing when she first appeared (granted...she was also eating pizza and had food in front of her). It's chapter 498 for anyone who wants to check it out.
