I'm going to assume the rule was applied correctly because they were on the phone. However, that is an absolutely horrible rule if it hits in play, then bounces off the fielder and goes out of play.

Hell no that can't be the 'correct' call. Rays got cheated. Basically what that means is an outfielder can just pick up a ball and throw it into the stands to keep a runner from scoring.
