He's not coming off back to back huge years like Etienne and isn't expected to go as high. Najee probably wouldn't have got drafted until the 3rd round, maybe later with all the RB talent in this draft and teams not wanting to take RB's early anymore. He made a smart choice by coming back because like you said he should be more of the focal point this season. And he has a lot less touches than Etienne so he can afford a little more wear and tear
