Every school cheats. Not every HEAD COACH but I'm sure every school has at least one coach on their staff who has done something unethical w/or w/o the head coach having knowledge of it

In football, does talent make the system or does the system make the talent? I know their exceptions, but overall in a general sense

I think it's really 50/50.
Guys on here always argue about this but I see both sides.
It's a fact that most of the championship teams are loaded with 5 and 4 * players and always highly ranked in the recruiting rankings.
But at the same time you have schools like Ol Miss, Tennessee, Texas (recently) , Georgia ect...that have a shyt ton of talent and can't do shyt with it.
Meanwhile coaches like Chris Peterson or Chip Kelly or Gary Patterson or Art Briles would win consistently with 2 and 3 * guys.

.Even on a higher level, while the East IS weak, I dont think our talent (overall, not just defensively) recently has been great as our record been with Mac at the helm (10 and 9 win seasons) but his system, or not tryna change too much of what's in place, has gotten us to overachieve. But like you said, look at a team like UT and how they've underachieve

Goes both ways but in general, system > talent
Look at Oregon, Baylor, Stanford compared to LSU, UF, USC, etc. the last 7 years or so.
