They aren't. That's why all their food and place to live is paid for. If a kid isn't getting paid already or on a good scholarship he isn't going to be under the new system either...

Give them the money from their food and place to live being paid for and let them do with it as they please. That's way more money than u make working a part time min wage job. Or let them use grants and loans they have to pay back like the other students if they want extra spending money
