Hurricane Andrew hit in '92. So many people left and were fukked up by it so no I seriously doubt it was packed. Miami isn't Alabama. Football isn't life at all. That shyt is down right sad if all you have is football. Most games were definitely packed back in the early 90's I been to plenty games and they were full. I mean the stadium wasn't big, so when people started to stomp, the whole stadium would shake.
