Bosh was dying for the Raptors to take him 1st overall the year Bargs went #1, LMA was campaigning too. I wouldn't be shocked if this happens based on their relationship.
Throw in Wade only having a few years left and the Heat wanting to maximize that time, and it makes alotta sense.
