@Matt504 is coming from. I believe that there should be conditions to procreation. Two people should be married, and there should be a set income level that the two married people should have to meet before they can have children. This information should be presented to the courts who then give them documentation allowing them to legally have children. People caught in the cycle of poverty should be closely monitored so to allow as few births as possible. Maybe not anything as radical and final as sterilization, but certainly a campaign that effectively changes the culture of people in poor conditions bringing more children into said poor conditions.
