A possible solution would be for the government to sponsor and provide reversible vasectomies or tubal ligations to poor people, and supplement that with welfare, if these people can later demonstrate that they're able to financially provide for an addition to their family, the government would sponsor the reversal of the vasectomy or tubal ligation and those people can go on to procreate, the plus side is that those people would also have to plan for the child as there wouldn't be any room for accident babies.

I'd love to hear alternative solutions.

its bs cuz tubal ligation can NOT be reversed the tubes are tied clipped and burnt so there is no reversal, the tubes cant grow back shyt is permanent ....n to answer the question there are no accidental babies.....ne time u have sex u run that riskcuz no form of birth control is 100% effective except tubal ligation

Do you idiots read before posting, this has nothing to do with Black kids, the targets are poor people who can't afford to have children yet they continue having unprotected sex and worrying about the child once it's here, but worrying doesn't put food on the table consistently so these children are doomed to poverty with little chance of escape.

This can easily be prevented if people who aren't able to afford children weren't able to procreate.
