When you have teams openly admitting that not every game matters and that they take nights off, you have a problem. That to me sounds like a broken product. Regular season games shouldn't play like exhibitions like they do now.
Quality > Quantity
The regular season is too diluted now. If you shorten it and you cut the number of teams that make the playoffs, you automatically give the fans more of a reason to care because now the games mean more. Every game would be competitive because every game would matter. Not only that but teams would have more rest in between games so that means more time for practice and more time to rest... so that means both teams would be playing at a higher level.
QUALITY basketball.
MEANINGFUL basketball.
MORE ENTERTAINING basketball.
EVERY GAME would have a near playoff atmosphere.
What you have now is basically a glorified scrimmage game in front of a dead crowd because no one cares who wins and who loses. It's watered down.
